Advocacy Newsletter: March 2026

Spring is wonderful in D.C. The cherry blossoms bloom, the National Mall becomes green again, and advocates and lobbyists race across Capitol Hill to meet appropriations deadlines. If we’re lucky, we don’t get a repeat of the storm that upset the travel of many of this year’s Summit advocates. 


Speaking of the 2026 Advocacy Summit, the over 100 advocates who made it to Washington in spite of the nor’easter did a tremendous job representing the prostate cancer community. They came from 33 states to hold over 130 meetings with Members of Congress and their staff to advance research and public health funding for prostate cancer, and to help ensure that Veterans with prostate cancer receive the high-quality care they deserve. We’re already seeing their thousands of steps and many follow-up emails pay off.


Thank you to everyone who has advocated diligently in the last month — we’ve seen thousands of messages to Members of Congress as we support the Prostate Cancer Research Program in the House appropriations process, with the Senate soon to start. Keep up the good work — we still have weeks of appropriations in front of us!

Federal Advocacy Update

 

Since December, we've seen significant movement on the federal funding front. While we averted a full government shutdown at the end of January, a partial shutdown continues, including the Department of Homeland Security. However, the funding bills that did pass delivered critical wins for the prostate cancer community. We secured a $1 million increase for the CDC's prostate cancer activities, a $128 million increase for the National Cancer Institute, and passage of the Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act, which brings FDA-approved multi-cancer screenings to Medicare patients when early detection saves lives. The funding bills also expanded Medicare telehealth services and continued funding for Community Health Centers.


Speaking of federal funding, we're now in Congressional appropriations season, which longtime ZERO advocates will know means it's time to focus on the Prostate Cancer Research Program! Last week, a letter to House appropriators requesting the restoration of $110 million in PCRP funding closed with 127 signatures, an encouraging sign for our efforts. A Senate version of the letter will be circulating soon, so stay tuned for your chance to ask your Senators to sign on as well. In the meantime, you can get ahead of the game by contacting your Senators now to let them know this issue matters to you:

Unfortunately, the issue of enhanced premium tax credits under the ACA persists. These credits, which lower the cost of health insurance purchased through the ACA marketplaces, have now expired and are still awaiting Congressional action for renewal, which seems unlikely to come. In the meantime, millions of Americans have seen their premiums increase by a prohibitive amount for most households. ZERO continues to work with partners to urge Congress to find a solution.


We are still awaiting the introduction of the POPCaP Authorization Act, which would protect and expand the VA's Precision Oncology Program for Cancer of the Prostate. This legislation would ensure that POPCaP can continue to offer genetic and genomic testing and access to clinical trials for Veterans across the country.


On the PSA Screening for HIM Act, we have received encouraging news from our Congressional allies that we have enough support to move forward. We are now awaiting both a Congressional hearing and a cost estimate from the Congressional Budget Office. This represents meaningful progress toward passing the bill into law.


In the meantime, success in any area of our federal priorities is more dependent on grassroots advocates than ever. Constituent stories are, hands down, the most effective way to move an elected official - please visit our action center to find ways to raise your voice from anywhere. 

State Advocacy Update

 

We’re halfway through the session, and ZERO’s state bills that make prostate cancer screening free for high-risk men have passed in Alabama and are advancing in Arizona, Louisiana, Maine, New Jersey, Ohio, and Pennsylvania. Working in 38 states, we’ve already made progress for prostate cancer patients in state legislatures.

Updates on active state no-cost prostate cancer screening bills:

  • Alabama became the 10th state to remove the cost barrier to prostate cancer screening for high-risk patients.
  • New Mexico improved treatment coverage for firefighters with prostate cancer.
  • Mississippi passed a bill requiring insurance coverage of biomarker testing, and Delaware, New Hampshire, Ohio, Tennessee, and Vermont are advancing similar bills.
  • Arizona, Florida, Illinois, Minnesota, New York, and Tennessee are advancing bills making cancer imaging and follow-up testing free for high-risk patients.
